REGIONAL POLICY #1 (11/04/01) Subject: Dues Regional dues will be reviewed and voted on at each Fall Regional Council Meeting

REGIONAL POLICY #2 (11/04/01) Subject: Financial Statement The RS will receive a quarterly financial statement from the regional treasurer that will be available from the RS upon request from anyone on the Regional Council

REGIONAL POLICY #3 (11/04/01) Subject: Annual Meeting Expenses The Region will pay the registration, travel, and all room expenses of the RS and Vice RS, or other designated person as designated by the Regional Council to the USPC Annual Meeting each year Amendment to policy #3 (11/06/05) Heartland Region will subsidize travel to the national meeting for the RS, VRS, RIC, and HMO.

REGIONAL POLICY #4 Subject: Qualifications and Eligibility to Compete at Championships Letters of Intent will be required from anyone interested in Championships. Acceptance of any letter received after the deadline will be determined and recorded by the RS or VRS. All Heartland members being considered must compete in the same rally.
If a Qualifying Rally is not held in the Heartland Region for that discipline, the Regional Council will decide which rally will be the qualifier for interested candidates.

REGIONAL POLICY #5 (11/04/01) Subject: Active Regional Participation by DCs Each DC or their designated representative is required to attend the Fall Regional Council Meeting, and each DC or their representative must attend the Spring Regional Council Meeting. Attendance at the Annual USPC Meeting is strongly encouraged.
DCs will provide access and information to activities that will promote their members’ personal growth and horsemanship, and will encourage their participation in inter-club and regional activities.

REGIONAL POLICY #6 Subject: Active Regional Participation by Clubs With direction from the Regional Council, RIC, or RS, each club will be the primary organizer for at least one regional rally or clinic each year. They will be responsible for securing the location, officials or clinician, and advertising to the entire region. Each club will send participants to at least one mounted rally each year.
Each club is encouraged to send its members to participate in as many regional mounted or unmounted activities as possible to help them meet other kids and to support the efforts of other clubs in the region.

REGIONAL POLICY #7 Subject: Regional Fundraiser Each club is required to support the Combined Test Regional Fundraiser by providing volunteers and by the organization of one portion of the fundraiser.
The proceeds of the fundraiser will be put into the general regional treasury to support regional clinics and education of Heartland members.

REGIONAL POLICY #8 (11/04/01) Subject: Ratings D1 to C2 The Heartland Region will provide a Standards and Ratings Clinic each year. Whenever possible, ratings should be done by someone who has attended a Standards and Ratings Clinic in the past 2 years, or is an active A or B pony clubber, or active A or B graduate.
DCs are encouraged to have ratings done by people outside the club to give kids the experience of rating with other people.
DCs are encouraged to network whenever necessary to coordinate ratings. Whenever deemed appropriate by the DC, ratings or preps for ratings can be done by upper level pony clubbers.

REGIONAL POLICY #9 (11/04/01) Subject: C3 Ratings Candidates for C3 testing are required to attend 2 regional preps (one of which may be C & Up Camp) in order to take the C3 rating.
Clarification (11/02/03): The 2 regional preps do not need to take place within the same calendar year that the member is taking the C3 rating (only some time between C2 & C3).
Preps may be taken out of Heartland Region but the C3 candidate should turn in paperwork to the RIC indicating the contents of the prep & the clinician to verify the prep fulfilled Heartland’s requirements. All C3 preps should be coordinated through the RIC. It is strongly recommended that the candidate have at least two MOUNTED preps.

REGIONAL POLICY #10 (11/04/01) Subject: Regional Council The HMO and RIC of the region will be voting members of the Regional Council.

REGIONAL POLICY #11 (11/02/03) Subject: Regional Secretary & Treasurer If the regional offices of Secretary and Treasurer cannot be filled independently, those offices will be combined as one.

REGIONAL POLICY #12 (11/02/03) Subject: Regional Activity Profit Any local club hosting a regional activity (rally, prep, camp) that turns a profit, may keep up to $200 of that profit. Any additional profit will be submitted to the regional treasury.
Amendment to policy #12 (03/06/04) Any Heartland Pony Club hosting a Rally, Prep, or Camp incurring a loss may be reimbursed at the discretion of the regional council.

REGIONAL POLICY #13 (11/06/05) Subject: Increased Age Limit All members of the Heartland Region who are members in good standing in their local club (regardless of age) are eligible to participate in region activities. Note: This policy is subject to change based on national policy changes at the end of the 3 year “test” period for the increased age limit in USPC.

REGIONAL POLICY #14 (11/06/05) Subject: Instruction Calendar Each local club within Heartland Region will provide a current instruction calendar to the RIC and HMO as requested by USPC national office.

REGIONAL RECCOMMENDATION #1 (11/02/03) Subject: C Pony Clubbers in the Local Club A DC, Jt. DC, IC, or other club representative is strongly encouraged to attend a C3 or higher level ratings if the local club has a C1 or above member.
